The Council views human rights as an evolving and ongoing process that requires continuous social development, institutional improvement, and legal reform. In this regard, it regularly reviews and enhances its policies and frameworks to address emerging societal needs and contemporary challenges. This process-oriented approach enables the Council to pursue human rights advancement in a systematic manner while respecting cultural diversity, national values, and the country's legal traditions. The Islamic Republic of Iran considers engagement with international human rights institutions and organizations to be both constructive and valuable. Recognizing that different societies have developed their human rights traditions through distinct historical, cultural, and philosophical experiences, the Council remains committed to maintaining professional, technical, and academic dialogue with international partners. Such engagement provides opportunities for the exchange of experiences and best practices in areas including governance, judicial transparency, and social welfare. The attached report presents an overview of the most significant human rights-related measures undertaken from 22 December 2025 to 20 March 2026, covering both judicial and non-judicial initiatives.
